In some ways, sure. It expands upon the original in both story and gameplay while keeping all the things that made the original good. One thing it did wrong was inflate the original's pop culture references and silly comedy.

Man, Vault City was such a cool place, especially the first time you visit, with all the requirements for getting in and how hard it is to become a citizen.
Truth be told all the locations in Fallout 2 were fantastic

And when I mean bleak,desolate. I mean that it was a feeling like humanity was trying to rise again, just barely getting by. And it was almost done for again by the super mutants. Which couldn't reproduce to so that would have killed off most intelligent beings in the world

What the fuck? In F1, every city had at least one distinctive NPC with fully rendered mug and quality voiceacting and it really breathed a whole new level of atmospehere into each location. I really missed that in the sequel.

It's really hard for me to explain, Fallout 2 just felt easier you know? Like in Fallout 1, getting a power armor and a plasma rifle was a huge, game changing thing. Most of the game is spent like, fighting radscorpions. So when you finally join the BoS and invade Mariposa it feels like a huge deal.
Fallout 2 starts like that, and its peak is in the Vault City section. The whole Bishop conspiracy thing was also great. But after that the game feels like such a breeze.

I think Fallout 2 is the pinnacle of the Fallout series. The amount of content, even pre-Restoration patch, is staggering. The amount of stuff buried deep within the game means that even on 10+ playthrough's you can be finding new things every time. When I did my cheat run with 10 to all stats, I found out just how much stuff is locked behind SPECIAL checks. You could get tons upon tons of more quests and stuff doing a cheat run and have just as much fun in the process as even with 10 to all stats, that didn't mean you were invincible by any means. Squills could still fuck your shit up if you weren't careful

I think you have it backwards. In 1, society is beginning to rebuild, and although theres black spots (The master, the raiders, Gizmo) the tone on the whole is hopeful
Meanwhile, in 2, society is pretty much back in a Wild west sort of way, but it is dark and degenerate. Xenophobia, Poverty, and selling Vice is a regularly accepted thing.
More pop culture references yes, but I feel like Fallout 2 was a much darker game, probs the darkest of the fallouts
