blizz is so huge they probably work on several new things all the time we don't get to hear about. titan was probably a huge outlier because they really tried to make it work but couldn't, and it ended up as overwatch.

they probably have a ton of stuff like hearthstone where a small 5 people dev team puts something together in a few months and most end up bad or not up to standard and are just scrapped.
