Though one underage isn't really better than the other, because both are just arguing from nostalgia. The 2000s were objectively better in terms of game quality.
It wasn't until gen 6 that games really got over the growing pains of 3D development and started getting amazing, not just good.
Early 90s were the peak of 2D games, late 90s were the peak of 3D games as well as most of the video game genres with maybe the only exception of action games

And smaller developers usually don't have inflated budgets. Back then you had to be an established developer to bring a game to the masses, making us miss out of loads of talent and ideas.
That is less the case now.
Like i said, gaming was great if you liked cookie-cutter, mainstream, overdone AAA games, but not if you like a high quantity of diverse and qualitative games.
Not to say that there are only good games now and only shit games then, but the average number of good games has definitely gone up.
