It's a shitter excuse and you should stop. That's the number one way to make a game harder, and it can be done well. Changing enemy placement rarely makes a game more challenging (see: The Evil Within). Only developer to legit fuck that shit up is Bethesda.

Remember, we're talking action games. I've yet to encounter an action game that has garbage higher difficulties.

Assuming that Normal puts up a decent challenge, this is the perfect way to do it. Harder difficulties can assume that you already have a good grasp of the mechanics (as well as a good chunk of the upgrades, if those are a thing). If harder difficulties are unlocked at the start it's a pretty safe bet that they're lazy as fuck.

Some games are jusy really hard or unfair on their hard modes. Hard Reset and Shadow Warrior 1 and 2 are just brutal. Hard mode or anything above that is for genres I'm better at. I got really mad when I beat God of War 3 on Chaos difficulty, the hardest, but you had to play it on Titan, the 2nd hardest to get a trophy.

I have Sigma 2 as well for my PS3, and dropped it midway through Mentor. It's simply not as good as NG2. Quite an achievement when the game already existed and you just had to clean up the issues.

My point was that the problem of Sigma 2 was that it got rid of what made the original game good. Yes, gore is great and really pushed the feel of the game. Removing it was bad, but not nearly as bad as what they did to enemy encounters and enemy health.
