This is true, and it's created a damaging mentality around the medium, similar to that of porn, that paying for them is stupid. There are development teams behind those games, many times without extensive resources, just like behind any other video game.

Some people forget that VNs are full price in Japan, and that we get them considerably discounted, and most of the times with mosaics removed.

Of course, there are VNs worth paying for, and there's shit worth paying a little less for, like some of the ones in OPs pic.
