Now I have no evidence to back up my claims but I put a few thoughts into it when I bought the Switch.

Wii, DS, WiiU and 3DS showed Nintendo who easily you can hack their systems mainly going through their browsers. Sole access to the eshop on the other hand deals with a closed environment only. Now of course a browser and VC would boost Switch sales but Nintendo is still behind their production schedule due to resource scarcity and Nintendo being autistic to not sell their consoles at a loss or a smaller profit margin. The Switch having a browser and a Virtual Console would gain Nintendo nothing they won't get in 2018.

Even if you were to assume every single college in the world required a browser login for their wifi, it doesn't change the fact that demographic you're talking about is a tiny fraction of the people that are going to play the Switch.
