no he has instant overhead, shorthop, godlike antiair, and a strong poke. he can beat parry, just like the top tier.

the issue with twevle is that his damage is too low, and in a game with punishes all over the place, this is a big deal. he cant even combo off of his airdash mk, he cant combo into specials without ex, and 3s in general has very little links.

From the mainline series, 3s is the game with the highest mobility. Twelve wouldn't work in any other game, and even in 3s, they were hesitant.

yes, it is just that he's a good player. he's able to beat parry over and over again, a valuable and unique skill to 3s

Twelve rocks when you use his card defensively his def automatically matches the attacking card's atk power. Super useful.

the reason they made him so awful is that he had some completely new gimmicks, and didn't want such an ugly character to be top tier by accident

this was the last SF3 version, so they wouldn't have a chance to update him like they did with the other characters

this is the same reason that they didn't give a fuck about giving chun her unbelievable normals, it was ok if she was top tier, and it's also why they spent more time balancing makoto compared to remy and Q. They knew makoto would be more popular.

A character has good oki (short for okizeme, some moonspeak nonsense) if they have good mixup options after they knock the opponent down.
