It's obviously not a Gameboy Color game, because it has more than 4 colors. It's not a Game Gear either because of the dimensions of the screen. And it's not an Atari Lynx because there were only like 2 games for it. It's not a Gameboy Advance or upwards because it doesn't have the colors for it.
So it's either an NGP, which it is, or a Wonderswan. And the fact that the screen shot is some variant of Samurai Shodown lets me think it was Neo Geo related.

It's actually pretty damn cool with unique gameplay mechanics. You can use all sorts of different items to try to combat the aliens (fire extinguisher, ray gun, electric attack, etc) but the catch is that the effects of each item are unknown until you use them (and they're different each time you play). Sometimes you might hurt or kill the creature, but sometimes you might make the alien multiply or evolve into a stronger form.

Dodger was a shareware Pac-Man clone we used to have on our old fucking PC back when I was a kid.
I remember it making me pissed the fuck off, because some of the later levels were brutally difficult for a child to beat, with turrets tracing your movement and shooting you from every side of the level, all while you had to eat all the fruit and avoid instant death walls. Fucking game.
Got this for like $3 after wanting to play it for a while. It's basically the worst parts of Uncharted with slower and sloppier controls.

There was this strange thing about it though. We were never able to fucking beat it. We got to the last level, a castle, but it just kept looping around and around. None of us could figure it out, but I think you had to take some weird route towards the end.
But, there were all kinds of rumours on how to beat it. Like, you had to lap the level 9 times, or jump on all koopas, or never touch a mushroom and stupid shit like that. It also had busted controls, with Ctrl to jump, Alt to run and Space to shoot fireballs. Holding them all in at the same time fucked the game up.
