If by engineering you mean some basic instructions yeah.
Silent Hill 1 - 4 (on gog). They already had PC ports which were extremely good, in some cases, like with SH3, better than the console versions because of HD graphics (and unlike the HD re-release they didn't fuck anything up.)

Valve doesn't really have an official stance on what is canon, and said that's pretty much something the fans decide. I'm pretty sure they just don't give a shit about the entire series itself. But, none of the games games they came out with during the Black Mesa incident really interfere with Half-Life 1. Blue-shift, Opposing Force, or Decay.

I think that would make an incredible Half-Life 3 story line. Since the Combine pretty much chased Xen to Earth, and the Race X followed, turn it into humans and Vortiguants being in between an interdimensional war between Race X and the Combine.
See a return of Shepard and Race X, throw Portal into the mix, and have them jump from dimension to dimension navigating between a war between the two groups.
