i think they focused less on level design because of the inclusion of minigames and climbing/swimming abilities. the gameplay no longer solely revolved around platforming, so wasnt as important. the abilities padded gameplay by making you go back to levels later, unlike spyro 1, but added barely any unique platforming opportunities
