Why do you think they're removing the stun. It's more about being helpless than just slowed around, because a stun is just extending the TTK and taking your time out of the game so someone can get their kill off a luck first hit, dingus.

I'm basing the stats of the weapon from Mei's ice blaster. Please tell me how your stats work and what the percentages would be. Meanwhile, I'm going to write a few paragraphs on why I disagree on your weapon idea.
The thing is, TF2 is based on momentum and speed. A weapon like that would disable any means of escaping once a Pyro ambushes you.
There are only 3 classes that run faster than a pyro: Scout, Medic and Spy. I cannot see a possibility of the weapon getting implemented without reducing Medic and Spy's speeds below 300 HUs, and that makes 8/9 classes not being able to run from a W+M1 pyro running straight towards them, provided that the pyro ambushed them or flanked them. If a pyro did flank them, it makes the pyro's team easier to catch up and attack the enemy's team while they're getting flames up their screen adding to the panic.

True. However, what I fear is that the flamethrower would also decrease the momentum of the Soldier from the rocket blast that it hinders his ability to do so, thus reaching sub-optimal distance. I'm also afraid that even the speed of the rocket jumper would not reach more than 300 HU or just be slightly over it, making the pyro capable of chasing the Soldier down.

This argument is the one I think would have the most weight on balance of the weapon. I can't find a good argument against it other than it would pair wonderfully with the new Axtinguisher that it would become the new Puff and Sting. New Axtinguisher deals 133 damage, enough to kill 4 of the cast and severely cripple a Medic. The new Axtinguisher's downside was that it took forever to take out and that most people would be able to run away from the Pyro if they were in medium to long range of the flamethrower. The new weapon you proposed would take the Pyro really up close and personal with the victims of it since you're basically outrunning them.

Maybe if the flamethrower actually did enough damage to be effective in close range, Pyros would start using it to roast people. Right now juggling targets with airblast is practically mandatory to throw their aim off and prevent them from simply running away or out-DPSing you and then use one of the ten bajillion ways Valve added to remove afterburn that practically every class has now

most pyros rely on flare guns so the ambush class (pyro) wont have to to get close
scouts and other pyros are countered with shotgun variants
rarely you managed to finish off enemies with your primary due to low damage output compared to everyone else

scout outdamge you close or kite you
solly gets creative and shotgun
heavy can outgun you at range but also up close
engineer, okay granted
demoman might have a problem against pyro
snipers typicaly fuck you over from range or you use a secondary
