Then during the PS1/Saturn age the file sizes varied between 100~700MBs, depending on how much voicework and video you wanted to put into the game, not to mention multi-disc works that were EXTREMELY common. The games actually did look and feel much more advanced had a lot more content.

There's also the fact that developers are no longer so severely limited by physical media, with both consoles using BD drives and online distribution being more viable. I had almost this exact same problem for years. Then a company came in and said they'd pay for the municipal fiber out of pocket. 100d/50u with no cap. So ATT, to stay competitive, removed the data cap. That's it. They're not in any real dangers as municipal fiber is still literally laying lines out to new service areas.
