I tried to play RE4 on PC last last year, the controls were honestly horrendous. Maybe it was 'revolutionary' when it came out, but those controls are absolutely disgusting now, just as we can look back and say the N64 controller and controls in games like Goldeneye were terrible.

Has anyone created a mod/patch to change RE4's controls to be like RE5's? They're at least tolerable

They suck but get used to them and you get to experience one of the best games ever. That pacing can't be beat.
