It is a simulation, just not one in a computer. It was an attempted simulation with Raiden to repeat the Shadow Moses mission.

Ex-Kon here. CHAPTER 3 PEACE is just a title card and a cutscene. Kojima's intention was to prove that Peace is possible, but it is hard to achieve and almost impossible to mantain, since any player could just build another nuke and begin the cycle of war again. MGSV was all about Moby Dick and the consuming revenge, there's no big ruse or greater meaning.

I don't know nothing about Survive or Death Stranding.

I always thought that since Snake had brown hair in MG1 and 2, he dyed his hair blonde in between MG2 and MGS when he went into hiding in Alaska. I guess so that he might not be recognized, and then he just washed the dye out after the briefing? Could be just typical Kojima nonsense of retconning things every other game.
