Souls games are low to medium budget games. Nioh would probably fall in the same category if it didn't had 13 years of development behind them, probably resulting in a much higher budget.

Dark Souls is a franchise not BB, BB doesn't even have the budget of Darks Souls 3. Japanstudio gave From an game engine to test, they don't want to risk the Dark Souls Franchise so they made a new IP. it's similar to Knack, different variation of their custom game engine, Cerny told the make a new a IP and test. KOEI Tecmo's Musou engine used in Nioh is just an updated version of the last gen engine, well tested and extremely familiar.
