Because Obsidian were behind it, making New Vegas a moderately watered down sequel to the originals instead of Bethesda's usual bad writing and heavy exploration for little reward.

Only a few things put this game above 3, better structure being the most important one.
Here is the thing, people bitch about linearity but the true is open world RPGs fucking suck for storytelling, "you can go everywhere in the map" is the easiest way to make it feel like you are in a amusement park and not having a risky adventure.
BG2, Planescape, Chrono Trigger, FF7 etc, all have "acts" and a tight control over pacing and structure, that is why they have a lasting impact, "open world" RPGs are purely a commercial/vanity deal, not a design/artistic one.

The Witcher 3 or that German meme game did it quite well, in my opinion. You CAN go everywhere on the map but some locations are simply too dangerous for a low-level character.

This is probably the biggest reason I could never get into Oblivion at first. The world was open, but bland with only a flimsy ass plot keeping it together.

Once I decided to start doing multiple playthroughs, ignoring the plot entirely and seeking out my own adventures, the game became much more enjoyable.
