You play mobage for the characters and not the gameplay. If you're playing for the gameplay, you need to rethink your shit. And it's not as if F/GO is has deep gameplay or anything. It's very shallow. I only play F/GO and FEH. You said F/GO can be beat with 4*s? Well, FEH can be beat with 3*s and that's after you completely learn the game mechanics unlike just choosing all ARTs and spamming NP.

The characters that are the most attractive are at 1% rates, and if someone is playing casually, that's pretty terrible. I only play F/GO and FEH, and in FEH the rates are at a default 6% minimum. Not only that but the more you roll, the rates actually increase give you better chance to roll at 5* until it caps out and it forces you to roll all 5*s.

I'd go for the top one. Altera will hit hard enough to make the lack of Herc okay, plus you can get Herc as your choice from the 4* pick when it happens.

As for the lack of Emiya, Archers are gonna be dropping from the sky tomorrow so unless you're a big fan of redman you can get by without him.
