The government never mandates any ban, rather breeds a climate that encourages the banning of controversial opinions.
The bans themselves though come from private enterprises and thus are 100% legit. The fact that sites that do not ban for such reasons receive little support because the DNS/Hosting service or whatever either has a quality standard or would lose bandwidth access is just "the free market" (bad choice of words right there but bear with me) rather than a direct government intervention.

One thing you could do is that governments contract out their work all the time. So if you wanted to have a gov website made you could find a company you liked and pay them an outrageous fee for making your website. Obama did that with his healthcare bullshit. However I don't think what you are considering would happen much because it would be terribly inefficient. It make sense for the gov to try to control the 3 tv news networks. That's just 3 companise to control. But control the internet? That's thousands of companies, millions of youtube channels, each with only a tiny sharehold of power. Internet is much more centralized than ever (in terms of sites).
Plus you can also go after ISPs and DNS providers.
The point though isn't to bribe every single site in the world but mostly to spread a meme (in the original sense of the word, not the image macro sense) that sites that heavily crack down on certain kind of speech are inherently more desirable while those that don't have a stigma associated with them that might cause a backlash from other private companies the "acceptee" (ie: the hosting provider, like cloudflare) depends on (Comcast for example might decide to favor Cloudflare servers less because "they are accepting that disgusting stuff in their servers, i have to save face goddamnit")

HOWEVER

Street Fighter II: The World Warrior is a very slickly produced and entertaining game when taken by itself as a single player video game. You could have no interest in playing humans and play SFII just like any other action adventure game learning the patterns of the CPU opponents like the boss characters of Mega Man. The game has a great and cohesive art style (which is weakened by palette alterations in subsequent editions) and one of the GOAT soundtracks. If it were taken ONLY as a single player game it would still be a 10/10 game with a lot of time spent to 100% completion by beating the game with every character on the hardest difficulty when you start from scratch having never touched a fighting game before.
