Max(Homura) uses her power to manipulate time to protect Chloe(Madoka) and make her happy. However she's fucking with the universe by doing this, leading to the destruction of an entire city. By the end of the story Chloe(Madoka) realizes what she needs to do and decides to sacrifice herself for the good of everyone else, however a this point Max(Homura) is so obsessed with Chloe(Madoka) that she's vehemently against this and is willing to see the city destroyed and anyone else she might be friends with killed.
