It's actually easy to see the difference, while Ocelot speaks very calm and says stuff like "killing only if no other choice", Miller wants you to kill almost everything in a harsh tone.
They did a good job for sympathizing with the actual bad guy (Ocelot) and hating the actual good guy (Miller).

While I like the character Big Boss more than Solid Snake (because Boss actually has a conflicted personality, Snake is more or less just "the guy who does the job"), in my eyes Boss always was the Bad Guy, I can understand his motivations, but in my eyes his are not really the good ones.
