It was. Captain Blackeye is an easter egg from Project Dream.
They where only used due to technical limitations.
Works for 2D renderings, but not 3D models.
They where often implemented with varying degrees of success.
DKC and MK64 where okay, while FF7 had some awkward "navigating 3D space on a 2D image" issues and climbing up a sprite of a tree in SM64 always looked wierd to me.

Things change. Banjo wasn't even in the initial pitch (OP's webm). When they added him as a supporting character, Edison was already being phased out, but way before Banjo was considered as the protagonist. Blackeye the Pirate in Jolly Roger's Lagoon was the villain for Dream.
