The reason why you saw so many cookie-cutter i7-4790k + 970 builds is because they were specials on release where you got them for a third of its MSRP. The processor deal happens twice a year, but the graphics card is only one a generation.

Ask your friend to login to the mainpage and print out the accomindations that are currently up and to look into the Intel Retail Edge program. Their Winter deal in November/December should be the next time you can get a processor for 1/3rd the cost.
