Works fine on Steam version. You don't even need Steam running to play the game. Once it's installed you can just run it directly from your latest expansion pack's exe. Modding is pretty damn easy, just drag and drop some folders and files and you're good to go.

That'll get you started on how to mod. As far as where to find it, the vanilla non-patreon version is on Lover's Lab. If you head over to 8ch's /hgg/ board there's usually a Sims 3 general, I think you can get the patreon version there.

Sims 3 will try to render 200 of useless frames every second if you don't sync it. As consequence, your graphic card overheated. The game is a technical mess.

I always check LGR to see whats new on 4 and there's been nothing groundbreaking.
I have feeling they're just maintaning that game with the basics while Sims 5 is in the works. 4 is a lost cause.

To be fair, 4 has some good internal mechanics about how sims can do multiple things at the same time, the artstyle is also certainly an improvement over 3. It's just that once you go open world, there's no going back. You look at 2 and 3, they're filled with content, to the point where 4 looks void in comparison.
If 5 were 4 + 3 content, it could be an actual good installment.

Your graphic card setting probably have an option for it. Create a profile for the game .exe and force enable v-sync or restrict the frame rate.
There's also a "fpslocker" executable people created for sims3. But you really don't need it, you can just do it yourself like i described it.

Yes, it's a well known issue. Poor coding led to it.

It might not be so noticeable now, but when the game launched, barely any PC could max it without issues and it was so bad that you couldn't even use different speeds because the game wouldn't be able to handle them. When you install all the expansions and DLCs you can get loading times of up to 10 minutes and the AFK sims start doing shit like starving themselves or not going to their work because the game can't assign enough memory to give them even basic tasks

I like some of the additions that Kinky World brings to 3. It's not just animated sex, it adds two new skills (woohoo and exhibition), new traits to go along with them, new moodlets, tv channels, prostitution/call girl mechanics and career, a whole bunch of stuff.
