Soulsborne and Gothic both have NPCs with their own agency, dunno what the fuck you mean by persistence, and highly customizable character progression, in fact they do those things far better.

Yeah, Gothic 2 has perma death for enemies as well. Can't really remember, but don't think corpses despawn until you zone out/quit the game.

That's not the problem.
The problem is that the AI is shitty and doesn't realistically react to the world changes. You just sort've do stuff at the world. It stays but the world doesn't feel alive because it's not doing stuff without player input at all.
Also, most of the changes you can actually make are pretty insignificant.

I like witcher 3 too but claiming the npcs are advanced at all is the dumbest thing I have heard, haven't you ever gotten annoyed at running through town and hearing the same child sing the same song in the same place with the same animation every time you go past them, they aren't advanced at all, they hardly even have ai. I can agree with Gothic but definitely not Witcher 3.

The annoying thing is, I love the formula so god damn much, but there just isn't anything beyond TES and the newer Fallouts that do it, at least least comes close. But obviously as we know Beth tries their hardest to ruin their games so it's pretty frustrating.It's the same with real time grand strategy games and Paradox pretty much.

I'd disagree--they manage to do less work for "bigger" and "bigger" games. We've gone from Morrowind with a painstakingly hand-crafted world with placed gear and dozens of named and distinct NPC's, to Skyrim with radiant quests, dozens of the same shitty dwarven ruins and draugr tombs and bandit caves, and auto-leveled loot and enemies that completely strip out any sense of progression
