3 was pretty good, but 2 was probably the peak of the series. Newer Disgaea games focus more on being wacky and funny and not on having a more coherent story, instead of having equal parts of both. Shit, that's why I liked the first two games so much, and why I have thousands of hours in the PSP version of Disgaea 2.

Disgaea is doing fine, D5 Switch sold a bunch in the West and is actually still selling, NIS made bank off that launch window release. NIS also confirmed that later games from them will also be on Switch, so D6 is probably gonna be a joint PS4+Switch release, meaning Disgaea is far from dead.
Furthermore, NIS has been breaking into the mobile market, Disgaea has done promotions with a zillion different mobile SRPGs, probably to generate a following for whatever mobile title they have in store. Honestly, between mobile, Switch and the Vita, we might be coming into a 2nd PS2 era at this rate.

If you ever plan on playing more than just one game in the series then start from the start. The gameplay mechanics got improved with every new game, so it would be really hard to go back to playing older games if you start with the newer ones. Plus, the characters from the old games constantly get cameos in the new ones, so you will be lost about who the fuck all those people are.

The PC version would probably be considered the definitive one by the most. It's basically the port of the PSP version, which is an expanded version of the PS2 game, plus some extra contents from the DS version (which actually happened). So it has the most content.
Although it's not a perfect port. It had a rough launch in terms of performance and compatibility, and there are actually some voice lines missing, and the dialogue boxes textures are a bit glitchy.
They added some "HD" textures to the PC version, but I played with the original ones.
