Not necessarily; the problem is that a lot of vermin have really shitty abilities not worth their 5 stat points. Bing-Bing's was good, just a bit too slow.
I'll post some prime offenders:
>Terraflat's Willful Ignorance: 15% chance to ignore damage if HP is below 50%
Both a conditional and an extremely low chance to trigger. This will occur maybe once a fight at best and not do a whole lot when it does.
>Spooking's Black Mass: Enemies hit with your blast have a 50% chance to lose 1 random stat point.
To simply break even on the 5 points you'd spend, this would need to trigger 5 times in a fight. What are the odds any given vermin executes 5 blast attacks in a single fight? Even if this were a 100% chance, this would still be underpowered.
And finally,
>Blastphomet's Babylon Bomb: Critical blast attacks deal 10% more damage.
Great-designed vermin, but odds are low that this ability will trigger even once in a fight, and when it does, this will contribute less than one extra attack's worth of damage. Extremely bad.
Use your heads, /v/. Use math. Your ability should be worth, on average, across the duration of an entire fight, five stat points.

Hope it helps you. If you wanted to keep the same ability, I'd recommend tuning it up to perhaps 100% extra damage to make up for the very low odds of it happening. It sounds like a lot, but consider how many more attacks and how much combined damage 5 more Fast might give you compared to double-strength Blast crits.

On the other hand, some vermin have skilsl that are basically just free points beyond the 5 they lose. The classic crab that used it's 9 muscle for blasts as well force instance, giving a net gain of 4 points with no downside. The wizard in this set that only uses blasts seems similar too.

It's pretty good so far, anon. You're clearly capable of good detail and writing but a lot of it seems punctuated for the sake of brevity- frankly, perfect for a story based on vermin.

People seem to be afraid of making abilities too strong, especially after Mats. For Terraflat, I'd recommend either dumping the conditional (flat 15 or maybe 20% chance to ignore damage) or dumping the ignore chance (maybe something like 'ignores all damage for 2 or maybe 3 turns after HP drops below 50%'). Yea, I don't mean to excuse vermin with overpowered abilities either. Strong ones need drawbacks or conditionals to balance them out. It's just that I more often see underpowered abilities on new vermin designs than overpowered ones. Always keep the 5 points in mind.

Definitely looks stronger than before, and has variable strength depending on how much Guard the enemy vermin has in the first place. Great against tanky vermin and kind of poor against glass cannons. That isn't a bad thing; abilities that perform better or worse against different opponents are a pretty good way to balance them. I'd say this is still a little underpowered, though, because it can only ever make up for the 5 stat points you lose, and oftentimes won't go that far, if the enemy has less than 5 Guard.
...unless it can stack if it triggers consecutively? That'd be pretty hilarious against 6+ Guard vermin.

I'd say this is actually pretty well balanced for 5 points, if perhaps a little too strong. It will at least break even most of the time, since most 2nd or 3rd evolutions won't have less than 5 or 7 of an primary attack stat. Sometimes it'll even get 7 points of value. Rarely it'll get you less than 5 points if you're facing an ultra-tanky vermin, but there are very few vermin who have fewer than 3 in any attack stat (B. Rick notwithstanding).
It's mostly balanced but perhaps 1 stat point too strong, because as far as I can tell it's more likely to have more than 5 points of value than it is to have less than 5 points of value. (Also, the opposite-stat stipulation is kind of unnecessary when your vermin has 7 Muscle and 7 Blast both).

No, actually, I misread the ability! Since it reduces the enemy's guard to 0 instead of decreasing it, like I originally misread, it DOES get extra value above 5 points against 6+ Guard enemies. This makes it balanced that it sometimes gets less than full value on low-Guard enemies.
The only thing about it that still seems a bit weak is the % chance, which can leave it inactive on a third or so of turns. Maybe make it so if it's applied twice in a row, you deal perhaps 35% extra damage on your attack that turn? That'd make up for the slight unreliability.
