How would that even work? Dragons and Alduin were created separately when Aka-Tusk shattered, why would he share the Dragons' instincts?
I think it makes more sense that Akatosh (or whatever Aka shard is the ruling one) sent him there in a shitty downgraded Dragon form because he didn't want the kalpa to end. Or maybe he did it on accident.
