Its like in the Unlimited Cruise games for 3ds, they put in characters like Doffy who had only recently made an appearance in the marineford arc so they literally only gave him 2 (two) moves because even they had no idea what he could do

When its Shanks, its because he was the "mysterious powerful dude that grabs kids attention". His first appearance had him scare away a giant fucking seasnake by just staring at him, and even losing an arm didn't stop him from living his life.

Flamingo was put in stuff early to tease people who were keeping up with the manga/show, and make him look super strong, before Luffy dropkicked him to death.

It's good, but they fucked up some Episodes like Thriller Bark.
Dreamlog was a good idea, but Dream is way too easy and Nightmare is a chore to do and can be annoying. Nightmare would be amazing if you could play it with someone else online

The roster was a disappointment compared to 2. The jump in the roster from 1 to 2 was something else.
Online was better in 2.
And Sanji is useless in 3 because nightmare/dreamlog maps have random characters each time and 80% of those missions island have a damn female character so he is useless unless you cheap with the help of the supporter but takes too much time to take down some enemy boss

The only ones that matter are Barto, Cavendashi and Kyros(or Harujidn or wtv the name, but he barely showed anything to make character). Everything else, who cares, make Mr.2 playable instead, as Arlong, Wapol, Krieg or another CP9 that would have more interesting skill set than any of the others coliseum fighters or most of Doffy's crew.
