Red is objectively better for one reason.
Although DPS is usually better in some cases, example being buff spells and the like, Green fails to defeat anything with a high defense. Whereas Red may not kill things as fast, it succeeds at having the reliability to kill whatever comes in your path including higher defense enemies.

The specifics are arbitrary with the information given though so neither are "objectively" wrong.
