Is hard to say which is one is better, since they don't have that much in common.

Skyrim is good sandbox. If you value it as a sandbox, then is actually pretty decent. If you try to value it as an RPG... then is simply bad.
Oblivion is a good rpg, but the mechanics are shit.
Fallout 4 is fun if you focus on the shooting aspect of the game. The gunplay is fun, everything else is trash tier.
Fallout 3 tries to be an adaptation of the old Fallout games in a 3D world with more simple mechanics.

So, if we try to value them for the part they shine most I'd say is something like

You can mod away most of Oblivion's inherent problems though; can't change the dumpster fire story, dialogue choices and overall blandness of Skyrim without making an entirely new and interesting game like Enderal.

Oblivion has a really bright, colourful, magical seeming world which I like about it. FO3 is good in terms of atmosphere and world, if nothing else. Skyrim gets boring too quickly and FO4 is a mindless post-apocalyptic settlement building game.
