Actually there's many factors
>rising technology leading to higher budget and devtime required to make something pretty or "impressive" enough
>higher budgets lead to projects being more make-or-break and getting greenlit for anything deemed "risky" nearly impossible
>old guard mostly out of good ideas or losing their sense for game design
>new blood who grew up with games just making thing they played but with Y, trying too hard to be "original", or failing to realize what actually goes into making a good game
>stricter regulating of what ends up in a game be it through focus testing everything to death
>or through pandering to small fringe groups of varying reliability and ultimately making something shallow
>or out-of-touch execs forcing them to do what they think will sell more
