Kind of. She can rewind time. But in only limited amounts. It's kind of vague how much time she can rewind exactly, since the amount changes depending on the situation. But I'd guess she can rewind about 10-15 minutes at most. After that, she gets headaches, and can't push any farther.

It takes half a second to activate her power. So conceivably, you could strike her before she thinks to do it.

The action is tied to her hand position somehow. It seems she can only reverse when her hand is at horizontal position. You could probably stop her, if you manage to keep her hand vertically down or up.

If she pushes herself enough, she can stop time for about a minute or two. After that, she gasses out, and won't be able to use her power for some time.(Estimate about an hour to recharge)

If she has a photo of herself, then you're FUCKED. She can focus on the photo, putting her mind into her past self, do something new that rewrites time, and then she's zipped back into the new reality of present time.So she could conceivably set a plan into motion where you are killed off by someone else, before even having met her. The only problem with this is, her photo hopping only allows her to alter the immediate area the photo was taken in. She can't wander the past doing whatever she wants. But if she plays this card right, she can be effective in avoiding confrontation altogether. Best not to tell her you're planning on killing her. Or else she'll just alter the course of history to destroy you.

When max was tied, she had her arm bent, and thus her hand was in the horizontal position. Her hand was never bound either, only her wrist. I can't confirm this, but I bet if you watched that scene, you would likely see her hand activating her power.

Also, all situations where max was met with near physical harm, it was conceivable that she reacted fast enough to rewind time. Time only stops in those moments as a consideration to the player. It works if you think about it like this: Max's powers not only turns back the clock, but it also alters the course of history, so that everything that needed to happen in order for Max to be in her new position with her new items DID happen. She muses about this in the junkyard with Chloe, when they were talking about how she doesn't know what her powers are yet. She makes the casual comment that she might be rewriting history. And she's right. History is literally changing, so that Max somehow got into the Principal's office without the bomb.

Of course she doesn't know how, and Chloe doesn't know how either. They're both clueless. That's what makes this power so dangerous. She's twisting reality to fit her whims, and so it starts to break apart. Hence the storm, and all the other crazy phenomena. They're all results to chaos her power blindly creates.

Assuming a setting where she knows something is out to get her in her own world, and this thing is going to be alone with no assistance or enemies fromits own world, most decently powerful or competent characters could crush her. Even if she kept rewinding from a near death moment or pausing and running, she couldn't really do anything to a significant adversary that would normally even be easily taken out by a normal powerful protag. She's just a little girl outside of her time control. She'd eventually tire and succumb to the enemy.

We know she takes selfies regularly throughout the day. So it's safe to assume she has at least a couple on her at all times. It's possible that if her opponent makes his position known prior to his attack, then she could photohop, and write herself a message, telling herself where her opponent plans to appear.

Or a more helpful system, would be to photohop every hour, and note your past self what time you've made it to. So if at some point, your note is late, then you know you've died in the future. From this, you can infer that your attacker is set to come within the hour. Thus, narrowing it's location of attack to be some place at your near your current location.

With this knowledge, you can either find a strategic position force your enemy's reveal. Or go back to the start of the day, and tell your past sell the general location of the attack, and to come prepared.

Well what can she do?
She can't beat it physically unless she has some as of yet unspoken power.
She can't travel back and change it because of the above, plus it is a 1 enemy fight as it has no allies for her to exploit and no entities hostile to it to turn on it, like a protag.
Her only real chance would be if she could outlast it in endurance via fleeing, but she's only human.

The only idea I have, is that perhaps since there is no real motive for the character to destroy her, that perhaps rewinding back before the time it thought it a good idea, would erase that notion altogether. Since I imagine the notion is so incredibly random, it could only exist in a single universe, where the entire universe aligned in such a way, that it created this weird reality where they're trying to destroy each other. So changing even a single variable, would destroy the highly improbable notion.

It's also important to note that because the notion only exist during a time Max actually has her powers. Then that would mean, she would only need to travel back to a time before her powers were gifted, in order to erase the notion. Not hard at all.

Of course, I'm not confident in this idea. And you can probably guess why.

There is no notion though, it just is there to kill her, powers or not. For a fairer fight it was just stipulated she knew in advance and had full power access to her abilities. It has no reason, no notion of her having power that makes it want to kill her other than killing her.

The notion is the wanting to kill her. It's precisely his lack of reason why I think this notion would nullify if she changed the past in even the slightest. Because there's nothing to anchor the notion. No rhyme or reason. It just randomly wants to destroy her. How could that notion possibly exist, if she changed even one thing?

There is no connection though. Within the realm of this proposed setting the monster is entirely self contained with no prior relation to her. Changing one thing that has no possible relation to this monster from another work of fiction separate to the one she is in would have no bearing on what it does.
