I think Sony is seriously trying to get back the Japanese home console market, and what better way to get new owners than make games that appeal to them, VR is mostly a western focus since besides BN Summer Lesson i don't recall hearing anything VR related being done by major Japanese companies, RE7/FFXV don't count.
