back then companies doing the ports would only rarely get sources or assets and design docs just plain didn't exist, so they'd have to fill in the missing bits. I remember some devs considered it lucky when handed a VHS of the original game. Sometimes it'd just be a couple pictures and they'd have to go play the original in arcades and eyeball the physics.

All in all it's pretty impressive there are so few differences in such cases.

Yuji Naka pretty much single handedly handled the Genesis port and he did a bang up job considering how little Capcom was actually involved.

I think the issue being addressed was that Sega's reprogramming job was shitty on the hit detection.

I'm pretty sure part of it was that Nintendo had some odd strictures on 3rd parties which locked them down, forcing competitors to re-develop their own versions on their systems. This was why you saw stuff like Ninja Gaiden being developed by NEC/Hudson instead of Tecmo or Ghouls and Ghosts from Sega instead of Capcom.
