No. He is not there for difficulty purposes. Essentially the only thing to do is go straight down the mountain. That's it. You can't beat him, he's there to end your run and get you to start over. You can outrun him for a while, but the respawns never stop, and he'll get you eventually.

When I was a kid I was terrified to play that level where the sun chases you because I thought it was unkillable. I never played it without using the P-wing until I was older, when I decided to stop being a pussy and I beat it legit. But after that I decided to fuck around and tried that level with star power and it turns out you actually can kill it. If I'm not mistaken I think you can kill it with a shell too, but I could be wrong, I can't really remember.
