I got this for $2.50, played it, and had a lot of fun.
And then the 'final boss fight' was justrandom mid level mobs running at you 3-4 at a time for 5 minutes, then you press a button and the game ends.

the game had some issues with development.
it was orginally supposed to be a pc game. zenimax demanded it be on consoles. they had to make major changes to the design and scope of the game as well as the technology that was running the game. the megatexture idea for example needed to be dialed back so it could run on consoles. zenimax then demanded the game run entirely from the disc with no install. this further redirected valuable remaining development time. carmack also demanded the game run at 60 fps on consoles because anything less feels like ass and he didn't want to deliver a shit product.
so the final years of development were spent mostly dealing with the console problem instead of finishing the game and it really shows, especially when you hit the second island for the final act of the game.

no it was always a shooter. the car elements were just going to be a much larger aspect of the game. MASSIVE open Mad Max style areas. they had to completely change the scope of the game. instead of large areas it's mostly canyons with lots of S bends so the view distance that the console has to render is never too far.
The hubs were fantastic, though.

The game isn't the prettiest thing in the world but some parts of it do look kinda alright.
The best apart about it though was definitely the shooting. The way enemies moved through the levels was pretty cool

Dead city was pretty spooky with all those giant blobs of rotting flesh sitting around the place and the general barrenness of the environment. It's a shame you only go there twice, the second being the same level but backwards.
