No Valve were pretty open about that at Dev Days.
They weren't working as hard on games because of the concerns that Microsoft was going to throw a switch and disable third party app stores.
They needed Linux to be over a certain threshold for game development to be viable again and apparently its almost but not quite there so they're working on games again hoping that the Linux user base will keep growing so by the time the games are ready the audience they need will be there.

If you want to help make HL3 a reality, switch to Linux, or at the very least, don't use Windows 10.
