The remaster is also on PS3 and PS4, but I guess the Steam version is better.

You use mods. Pretty easy. Just download the mod tool, drag the textures into the right folder and your done. You can also have speedup, health regen, etc. with the remaster too. You also get the satisfaction of using waifu2x textures for everything that makes ALL textures look much better too. It's really worth it if you want to experience the game at its best. That's all these PC players are trying to convey.

Just upscale. You can tweak the colors too using shaders if you wanted. I'd use FXAA, 1080p, and some sharpening and that's it. If you go higher than 1080p the depth of field will get uglier.
