You could say to me "Well, elves have more time to come up with ideas that counteract this.." But I'd argue that they are biologically incapable of doing so. They simply cannot comprehend focusing on short or long-term goals in a way that would overtake the rate of human progress.

The only way for an Elf civilization to overtake a human one would be to wipe it out completely. Good luck because Elves survive and evolve on a planet through longevity: They have the time to "out-hide" their natural predators. Humans don't have that option, and succeed in the natural selection process by having to be better, more thoughtful predators.

This is why on planets with Elves and humans, there tends to be many humans over a greater area and fewer Elves in a smaller area. The Elves continue to exist solely because they are so good at hiding that humans, the apex predators, have great difficulty in finishing them off.

The Redguards use the war to claim they were right and the White Gold Concordat was a dumb idea precisely because they took on the bulk of the remaining Dominion army on their own and won. I'm honestly surprised people still push this meme around. The french were the dominant warriors in the west and perhaps the world for centuries, they were the kingdom with the mightiest armies and the best knights from the fall of the Roman empire until industrialization, where they still had extremely powerful armies. They fought better and harder than most of their allies against Germany in World War I as well. The only reason they have a reputation as bad fighters is because Germany's revolutionary blitzkrieg armor divisions took Paris so quickly in WW2 that the French military literally could not catch up with the German armor and defend the city, so they surrendered having lost their capital, government, and being surrounded by Germans. The German advance was so rapid that German high command didn't even know where its armor divisions were or what they were doing before they reported that they captured Paris.
