The themes of 4 were probably better but by God the ending wasn't satisfying in any way because they knew they were writing a sequel.
The combat in Final is above and beyond 4 in every way, and they managed to solve the Antichthon problem and the Fiend problem. I'd say the only reason it's not #1 is because of fucking Pokémon being so appealing to normalfags, because SMT4:F is so much more fun to play.
