Given equivalent masses, being able to dodge, parry, bob and weave, roll, etc is always better than just being able to hit harder or resist a harder hit.

The best defense is not to be hit at all. The best way to win a test of strength is to avoid exerting your own and to use your opponents against you.

All professional fighters, be they martial artists or military, do NOT focus wholly on lifting weights to get physically strong. They spend by far the most time on training technique.

However, Str and Vit are more strongly linked than any other two stats, so often someone with more Str also has more Vit, so Str actually beats Dex in application if the difference between two individuals is greater than 10-20%. Which is why weight classes exist.

Thing is, remember that we're just talking Str vs Dex here. NOT "big heavy strong fighter vs small agile fighter."
