It's probably a combination of factors.
The Switch is sold out everywhere and Nintendo is having trouble keeping up with demand, so that'll be an issue for a while, then there's the matter that there's really only Zelda, Mario Kart and Arms on the Switch, which since it's only been out for a few months is a pretty decent offering.

The ps4 has been available for nearly 4 years so it's sales numbers being up is not surprising at all. The fact that the Switch is beating the bone should be red flags for the Microsoft camp.

The real answer is a combination of multiple problems. The Switch has to compete with Apple for availability of a specific part necessary for the Switch to be functional. They can't just switch it out for a new, similar one, or there would be conflicts in performance. This has resulted in a literal lack of ability to produce the desired amount of Switches in most regions that would be buying them. Most especially in America (primarily the coastal states) where the demand dramatically outpaces the supply. This has resulted in a relatively small total market share, so major marketers are holding back their big guns or outright putting them away because they don't want to pump out more money into a platform that lacks in an actual fanbase that can buy their products. As a result, many people who might be curious about the Switch just assume that there is "nothing" on it because they aren't bombarded with advertisements day after day after day, so they naturally gravitate towards whatever else is available, namely the natural PS4 VS XBone split (which obviously lends itself to PS4 winning), so PS4's are easily outselling it.

If the Switch hadn't wound up needing this crucial part that Apple also needed, the story would be different. However, it did, and here we are today.
