Lots of things.

-Vault City was used to years of raiding so she didn't trust anyone

-While most people in the Fallout world are prejudiced towards ghouls, Vault City was more so because of the whole "Only the best and brightest can be Citizens"

-She had a superiority complex

She, like many others of Vault City, believed that they were responsible for Vault City being the only thriving community, and that they started from square zero like everyone else but due to being superior beings they ended well off.

They like to ignore the fact that the GECK did everything for them.

I think deep down, Lynette (and other Citizens) know that they truly didn't help build Vault City but they like to hide it. In fact, you can see shades of her insecurity by raiding her office desk. She carries Mentats despite drugs being banned in Vault City, just because she's not as intelligent as she wishes she was.
