The guy in the OP is close but the hair ruins it.

In terms of design I really love Ryu in BoFIV. He's a silent protagonist but has some cool moments. In the beginning a general shit talks him and instead of just standing he walks up and cuts the guy's face. Pretty cool moment and gives some characterization.
