Morrowind, since it had all the fast travel integrated into the gameplay through teleportation spells, boat rides, etc. It let you traverse large distances and go between major centers while still keeping more dangerous and obscure areas far from travel to keep the sense of size in the world.

Ferrystones are trivially cheap and there are tons of places where they respawn and can be looted easily, but I don't exactly disagree, it just could've been better. I never really used them en masse until after my 2nd or third playthrough, myself.
