This is factually untrue. The article, and Monolith only say that NoA can only suggest changes, but cannot force them, and it's up to Monolith themselves to decide whether they want to incorporate the changes or not. The fact that they showed off Homura's outfit to the entire world at E3 showing as much skin and having as large breasts as she does, and the fact that they leaked part of the script which is a hotspring scene where the girls admire eachother's body suggests that Monolith isn't listening to NoA/Treehouse at all since Treehouse obviously wouldn't let that fly.

Plus, Japanese artists and Jap otaku absolutely love Homura's design so far, if XB2 were to get censored it would completely alienate and piss off the Japanese, who buy Xeno games the most to begin with.
