Steam's indie (Greenlight/Direct) and professional studio cut (hardly fluctuating) is an arbitrary, undisputable 70% to the dev and 30% to the distribution platform.
When the refund is given, 100% of the refund's money that go back into the customer's wallet are taken from the developer only.

Well I did not play that game for around a year but the last time I played it the levels were patheticly small, you just ran around killed a few mobs and jumped into a portal which brought you to another location. The artstyle and "fights" are allright and I think if they worked on it within the year it should be fun as well. With how much media is out there today someone would actively have to try to not learn anything about a game before buying. Refunds require a 2 hour or less playtime and a 2 week since purchase limit or something close to that. I think it's fine, none of those people would have played anyway and they would have raised an even bigger stink about the game, probably causing it to flounder even worse in the long run.
