Wish more people would post what games they consider good when they post shit like this. Would help decide whether or not to read the rest of the post.

Witcher 3 is a game of almost zero substance. Its whole game design is about doing everything and doing everything mediocre. You can choose dialouge choices? Most of the time it boils down to humble Geralt or sarcastic Geralt. You can ride a horse in an open-world? Horse riding controls like shit and the world doesn't feel rewarding enough to roam around in, like say Red Dead Redemption. Not to mention that exploration just boils down to using Witcher sense for extreme handholding because CDPR can't risk anyone not winning instantly in their games.

You can partake in combat? Said combat is not only awfully balanced, the sense of impact and control is completely gone because CDPR are hacks who think fancy animations should take priority over actual videogame mechanics.

You can customize and shit like an RPG? Customization and freedom is barely more than that of an average action game with skill unlocks. It's not even an RPG, it's just a bad action game.

You play it for the story? The story is rushed and the climax is shit and your choices have little consequences in the grand scheme of things. You might aswell just have watched it on Youtube.

Witcher 3 does a lot of things. Nobody can deny this. Yet nobody can claim it excels in any of those areas. It's a soulless carefully focus-tested game made to reflect the state of the industry. There is no artistic talent behind CDPR's game design. It was cynical and solely made to reflect that of other western AAAs. That's it. That's the truth of Witcher 3.

Here is the simple problem with RPGs and gameplay.
Usually in a game you always have the learning curve, that is to say how fast players learn. This curve is not a constant, different players learn at different speeds.

In an RPG you also have a leveling curve, that makes the character stronger as you progress. In an open world RPG this curve is not a constant as players may choose to do less or more side content.

You also have variability as to how optimally player build their characters, some people will just pick things that sound cool.

In the end you have a very high variability in how well a player will do at any point in the game. Much more so than in a game like Serious Sam where the power curve is more or less controlled by weapons placed at certain points of the game (hidden weapons aren't part of the point, you don't 'need them).

Now we get to the relevant point, devs introduce level scaling to deal with the leveling curve to a degree, but player skill is much more of a hassle to converge.
Most of the time they rely on difficulty settings and abuse of mechanics from the player (if he's smart but unskilled).
Introducing truly 'skilled' gameplay is counter productive, because it means that the game either has to become trivial for skilled players or it has to be too hard for casuals.
Unless the devs can change AI depending on settings, which is probably a lot of work nobody would notice or praise in the final product.

Finished it on Death March 2 days ago, shilly. Even more, didn't even bother with witcher gear until I got Ursine at 34, so 0% monster damage defense.

TW3 combat is a joke after you hit level 15-20, at that point you're powerful enough to defeat lvl 32 enemies without much problem. The only way to keep the game challenging at that point would be completely ignoring glyphs/runes, mutagens and perks. All signs except Yrden (and maybe Axii, never used it in combat) should be considered a cheese.
Large monster? Backstep/Sidestep + heavy attack, repeat. Wight? Moon dust + light attack spam. Golems? Yrden and heavy backstabs.
