highly clocked CPU is the biggest deal, I have 6700k@ 4.5GHz. Then CemuHook helps a ton, removes the games internal Vsync which usually locks the game down to 20fps. There's control panel settings which apparently help, google them. And I built my own shader cache 'cause it does it pretty quickly now.
Then I use MSI afterburner to lock to 30fps for better frame pacing.

Double buffer is still quite common, and if the game actually manages to keep itself running at the target frame rate, is a better deal than triple because you get a bit less input lag and use less memory.
What many games do is disabling the vsync when the frame rate goes under the target to avoid stutter, but it's still double buffer.
