High end play is still a game of waiting for the other guy to attack then parrying and punishing. There is no mechanic in the game to counteract this. They need to give every character an attack that does almost no damage but has the damage multiplied by 20 if the enemy parries it.

Play dominion instead of deathmatch then. Also, that's not even true in all cases, many use the environment to their advantage and you have certain classes that are more aggressive and thus harder to parry.
